Launching a model guide for designing financial and administrative policies for civil society organizations in accordance with the requirements of Law No. 149 of 2019

In the direction of the NGO Development Program’s endeavor to support the trend towards strengthening the governance of NGOs as one of the requirements for institutional sustainability, the program launched a “model guide for designing financial and administrative policies and procedures for NGOs” in accordance with Law 149/2019. This guide aims to include the principles of the Code of Professional Conduct for NGOs approved by Law 149 and the Executive Regulations within the financial and administrative policies and procedures of the NGO. The rules of the guide also emphasize internal control and the provision of scientific management for the association that improves the organization and management of financial and human resources and the office organization of documents, books and office equipment necessary to record all accounting and other operations and determine the powers and responsibilities of the members of the board of directors and employees of the association in planning, direction, follow-up and coordination. The sections of the guide include the guiding policies and procedures necessary to achieve correct development practices towards the environment, children, women, and people of determination. In general, this model guide aims to establish a set of behavioral rules that the association must follow with the aim of achieving the following: 1- Strengthening the association’s role in the development process. 2- Protecting the development process with reasonable and acceptable ethical rules that facilitate dealing. 3- Strengthening and developing the relationship between associations, civil institutions and all parties (society groups / government sector / private sector / development organizations) 3- Commitment to a set of professional values, principles and rules. The guide consists of (9 sections) covering all administrative processes with the aim of improving the association’s internal work environment and upgrading it to ensure an effective role and impact for the organization in bringing about real development within the targeted local communities. During 2021, technical support was provided to (127) civil society organizations by developing and designing their financial and administrative policies in accordance with this guide and in an experimental manner, which contributed to improving the work environment for these organizations.
